The cause and fix are known: Chromium in sandbox mode requires a thunking
mechanism that is not yet provided by wine.

I've been using the patch from comment #15 since wine 1.9.0 and it still works
with current Steam client (feb 4 update).

As far as I understand, the patch is in staging because alternatives are looked
upon.

This patch is for 32-bit. There's another bug for 64-bit CEF : bug 37585.
