Wine is not something you just run; you use Wine to run Windows apps or Wine's
builtin programs. That "Run Wine" item is created by your DE, and is never
going to work, because all it does is run the wine command, without specifying
what to run.
The WineHQ packages don't add menu entries for Wine's builtin programs
(winecfg, etc.), but you can add them yourself using your DE's menu editor.
