Sure, but this is not a regression, that's the way it has always worked (or not
worked if you like), and it's what Worms Armageddon is expecting.

A quoted option is illegal, and doesn't work on Windows. It only half-worked
because the previous command-line parser was too permissive. I don't think
there's any reason to fix it further.
