According to the terminal output wine-gecko was not found, so its really
suspicious that there is no dialog showing up. Could you show the output when
creating a prefix with WINEDEBUG=+appwizcpl ?

Where did you obtain the wine build? If its a self-compiled version, please try
to use WineHQ provided builds to verify if they show the same issue.
