Add Wine Registry support for disabling taskbar

It adds support to selectively disable the taskbar (tray window) in Virtual
Desktop mode. Toggling the setting is done via a Wine Registry key.

This patch might have a (small) chance to get into Wine. Anyway I'll submit it
when I get a chance...
