Not sure if this helps in any way, but I tried XP mode in Wine 1.9.14.

It didn't work, but I had a look at the console output:

So the helper was being launched as an external program. I tried launching it
from the Steam dir:

And I wonder if that kind of "path" ("\\.\pipe\chrome.") for a windows named
pipe is to blame. Particularly the fact that it ends in a dot. But it might be
that an environment variable is used to pass some suffix from the Steam main
process, or that the pipe is deleted by the main process if launching the child
fails.
