This bug could be actually a dupe of something that's already reported.

You are hitting bug 

fixme:winediag:dxgi_check_d3d10_support Direct3D 10 is not supported on this
GPU with the current shader backend

which is bug 38648.

Then there are bugs.

Fallout 4 needs DXGI_FORMAT_BC7_UNORM_SRGB
