same thing happening here with 1.9.5, opens up a page with the same Skype
version mentioned in the URL (7.21.0.100).  clicking retry just opens up
another page.

i installed Skype from http://www.skype.com/go/getskype-full
md5sum(SkypeSetupFull.exe)  cf12e3f8599b51846f106795603b9afd  

windows version set to Windows 10 for Skype.exe
md5sum(Skype.exe)  f02bd4c76c6b367cc04f0528a89e0ff5
