I can confirm that the issue still exists on Wine 1.9.4. The splash screen
does, however, show up when I launch the game in my Windows 7 VM.

Some poking around the executable has revealed that the launcher image is a
bitmap (.bmp) image. (Diablo III.exe/.rsrc/1033/BITMAP/10033.bmp).
