Admins have the ability to add and edit developer entries without adding a new
app. If a developer entry needs to be added or edited, file a bug report or
post it on the forum. (The latter is the quickest way to get my attention.)

Non-admin users are not and should not be allowed to add developers without a
valid test report. The reason is spam: we periodically get people trying to
submit bogus entries. By requiring a valid test report, these are easily
spotted and rejected.
