I've sent a patch that should fix this bug:

The application installs with it on my computer.

It was never working with builtin msvcr71 (the patch changed that bultin
instead of native dll is loaded by default). After this patch you need to add
msvcr71=n,b override in winecfg to use native msvcr71.
