This is not a bug in Wine. This is a lack of the proper fonts. Without the
proper fonts installed the battle.net application does not have the required
font to display the text in the pulldown box so the pulldown box is not
populated.

On Ubuntu 16.04 I was able to resolve the pulldown box issue by downloading the
fonts and building the font cache. 

Downoload the fonts
sudo apt-get install ttf-mscorefonts-installer

Build the font cache
sudo fc-cache -f -v

Now launch your battle.net application and you will be able to select your
region.
