I have found a temporary solution for those who do not want to apply a patch.
On the top right, hit one of the buttons (such as the objective one that is a
bunch of checkmarks in boxes, or the diplomacy tab), and while it is up, just
press all the arrow keys and go back. It should un-stick the scrolling. You can
do this to reset it anytime it happens.

Still very annoying, but at least it doesn't ruin the whole game.
