Still present in wine-1.9.22. The File->Open bug appears to be related to
shdocvw.dll (or shlwapi.dll). As a workaround, I installed native shdocvw.dll
and shlwapi.dll from IE7 in a clean Wine bottle, added native/builtin overrides
for shdocvw and shlwapi, and then (order matters) registered/installed
shdocvw.dll with the "/i" option. 

wine regsvr32 /i shdocvw.dll

wine --version
wine-1.9.22 (Staging)
