I tested all variants used in comment #24 and in comment #25 with same result.

And maybe there isn't any reason but what about ping?
We cannot use ping.exe to actually ping anything, we could use it with SELinux
applied the right way, but even if some one created a reliable context that
could be used with WINE, ping.exe still unable to take any advantage of that!
