>From what you described, you skipped a step from
https://wiki.winehq.org/Building_Biarch_Wine_On_Ubuntu#Build_32-bit_Wine. Those
instructions call for building the 32 bit tools, then building 32 bit Wine,
pointing to the 64-bit build for data, and the 32-bit tools build.
