I have a similar issue using:

 - Ubuntu 16.04 ((Xenial Xerus))
 - wine-1.9.20 (Staging)

It started with the update of Battle.net when they added voice support.

Steps to re-create the loud static :
 - launch Battle.net
 - on the right of your username on the right top, you have a blue symbol
 - click on the blue symbol
 - it opens a new small window , with your friends
 - click on create channel
 - close the 'Invite to channel' , you don't need it 
 - then click on the blue headset on the top window , to enable it
 -  * hear the lovely distortion, that will drive you
 - disable it , and you will hear it again.


I played with the audio samplerate , changed it to 48000 , to 96000, no impact.
