New GOG Galaxy installer without Windows Xp or Vista support is here:

As of right now, when I attempt to install Galaxy in a WoW64 prefix with
vcrun2015 as the only override in Windows 7, Galaxy does not start and there's
this interesting message in terminal: 

2016-09-21 21:28:27 [Information][ (0)]: Initialisation strategy
'DeelevateStrategy' returned success status as false and return code 'Privilege
de-elevation is needed.'.
