Yes, your patch fixes this particular problem. SQL Server 2014 setup now
finishes succesfully (but with many error message boxes during the setup).

SQL Server 2012 setup does not complete (because of unimplemented
MsiProvideAssemblyW, maybe I will file an another bug report for that).
