The nature of this bug was uncertain since OR never answered to comment 1 so
I'm closing as invalid due to missing dependencies.

As for comment 2 I don't know what version of wine you are using but I don't
have that problem here, there is no need to install packages manually too. All
you need is to run "winetricks speechsdk" and install the program.
