Upgrade Wine; current Steam will not run in any version older than 2.0.2 or
2.13 (bug 43315). 

PlayOnLinux is not supported here; follow the instructions on 
https://appdb.winehq.org/objectManager.php?sClass=version&iId=19444 to install
Steam. If you need help, ask for it on https://forum.winehq.org/.
