Compile the following program
#include <stdio.h>

int main(int argc, char args[])
{
    printf("Hello World\n");
    return 0;
};

gcc -no-pie -o hello hello.c
gcc -pie -o hello2 hello.c

Now run
wine cmd /c path/to/hello

The first exe will run normally (assuming your environment is setup) where as
the second doesn't.

The appears to be an issue when moving from Mint 17 to Mint 18. (as an
example).
