Hi. This happens to me when only .NET Framework 4.0 is installed. You need to
install .NET Framework 4.5 (or higher) after installing .NET 4.0. Also, you
have to set reported version to Windows XP/2003 when installing .NET 4.0, and
then change to Windows Vista+ to install .NET 4.5 and osu!.

Of course, this doesn't happen on Windows. You can also try winetricks to
ensure a properly installation of .NET Framework.

Also, try Wine 3.0-rc1 or newer. Latest versions of wine 2.x had issues when
opening .NET apps.
