The associated help file could be read by winehelp: 

wget http://www.seppos.net/areena/AREHELP.HLP
wine winhlp32.exe AREHELP.HLP

$wine --version
wine-3.0-rc1

So this seems to be rather an issue with invoking wine help or fixed. I don't
speak Finnish, please retest.
