Try this:
- winetricks corefonts.
- Win7 mode set globally in winecfg.
- WinXP mode for C:\Program Files\Steam\Steam.exe in winecfg.
- -no-cef-sandbox argument.

Steam does work for me in this setup.

Don't change the wine version. It must be the oldest wine version known to be
affected.
