two builds produce different content

Per:
https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Linux/6/html/Developer_Guide/compiling-build-id.html

"...two builds of the same program on the same host to always produce
consistent build-ids and binary content."

This consistent "binary content" does not happen right now. There is also bug
41342. But this one should about uninitialized variable in WIDL.
