Confirming. Still happens with version that can be downloaded now
(Mobogenie_Setup_3.3.7_10002.exe)

It crashes somewhere inside oleaut32 (DispCall). 
With native oleaut32 at least a window comes up where you can select language,
(but it doesnt respond to clicks, that`s yet another bug)
