Yes, but the main problems is:

Wine is globally configured as XP
App A is configured as Win7
App A spawns app B and app B gets XP instead of 7.

Since App A and its children require Win7 why not make childs inherit App A
version?

The simplest real world example is an installer that extracts a second
installer.
