Ubuntu/mint based distros it's sudo apt-get install 
libgstreamer-plugins-base0.10-0:i386
libgstreamer-plugins-base0.10-dev:i386.

The package names could be a bit different by now. But you need to add :i386 to
the end to install 32bit versions.
