The regression test instructions won't help here as they do not contain
information about Wine Staging.

I tried to reproduce the issue using the CD version and was unable to do so
(with and without overrides). Could you try to install the game in a fresh wine
prefix to make sure that no further steps are required to trigger the bug
(installed plugins etc.)? Just prepend WINEPREFIX="$HOME/.wine-regression"
before each Wine invocation and install steam + oblivion.
