This is a very bad idea. 

Just because one user's rating is lower than someone else's earlier one does
not mean there is a regression. Users vary widely in experience, and some
people get bad results simply because they don't know what they're doing.
Conversely, there are also experienced users who give lower ratings because
they do understand what they are doing--false platinums from users who didn't
bother to read the rating definitions are a major problem. Differences in the
host systems, esp. graphics hardware and drivers. can also lead to widely
varying results. None of these things are bugs in Wine.

As for notifying maintainers, they already know, since they are the ones who
have to approve all test reports submitted for their entries. Maintainers and
admins already have a common reply to use in cases they believe warrant a bug
report: 

"Please consider filing a bug report (http://wiki.winehq.org/Bugs) if one does
not exist already. If you are new to Bugzilla, consider asking for help at
http://forum.winehq.org. Please remember to link your app to the bug report in
the AppDB to help other users in the future."
