Confirming that it doesnt start in wine. Most likely due to
fixme:wtsapi:WTSQueryUserToken 1 0xbfe2a8
where there is a patch for in wine-staging IIRC (so this bug is probably dupe) 

In wine-staging it starts for me. 

@Kai Hiller, could you try this in wine-staging and see if it runs?
