This bug still exists in wine 2.0 from the ppa:wine/wine-builds repository
installed on Ubuntu Gnome 16.04.1 fully updated as on date:

sudo add-apt-repository ppa:wine/wine-builds
sudo apt-get update
sudo apt-get dist-upgrade
sudo apt-get install --install-recommends winehq-devel
wine --version
    2.0

$ uname -a
Linux UBUNGNM001 4.4.0-59-generic #80-Ubuntu SMP Fri Jan 6 17:36:54 UTC 2017
i686 i686 i686 GNU/Linux

Cannot move or resize the VB form using a mouse. The properties numerical
values change it though.

MS Visual Studio / Visual Basic 6.0 Enterprise ISO

1. make a copy of your installation cd in your hard drive
2. make a copy of the setup/VS98ENT.STF and name it acmsetup.STF
3. copy entire content of setup/ to previous folder (the one that has
acmboot.exe file)
3a. Set Windows98 for acmsetup.ee and acost.exe in winecfg
4. modify acmsetup.stf with acost.exe as you require and save it.
5. run acmsetup.exe instead of setup (the one that's on the same path as
acmboot.exe)
6. voila, that's it, your visual studio 6.0 will be installed.

The .lnk files are in:
/home/$USER/.wine/drive_c/users/$USER/Start Menu/Programs/Microsoft Visual
Studio 6.0
The .desktop files are in:
/home/$USER/.local/share/applications/wine/Programs/Microsoft Visual Studio 6.0
