This bug is probably related to incorrect/incomplete fix for Bug 42631
introduced in 2.11-staging.
If you use fedora provided wine, it's staging.

wine 2.11-staging fix the folling game:
7 Days to Die (Unity,DX10)
My Summer Car (Unity,DX9)

Fallout 4 is DX11 and it is not fixed, pointer also stuck/recoil/drift.
(wine-2.13-staging)

Is this issue present in single monitor?
