I've now compiled both wine 2.0 and 2.1.  Both versions get the same error. 
Thus, this may be an issue with Fedora 25.

I take it "seh" stands for "System Event Handling".  So what was it doing that
lead to seh?  Attached is a trace with WINEDEBUG=trace+seh enabled.  A full
trace was taking forever, or may have just been looping.  I will keep working
on this, but if I can learn to trace these, I'm not afraid to attempt a code
patch.
