Patch to implement strings setting in effects.

The log immediately shows 2 FIXMEs which potentially can be related:
- unimplemented d3dx9_base_effect_set_string;
- unsupported DXTn formats which causes failure in texture creation.

I am attaching a patch adding SetString support, is it possible to test with it
if it makes any difference? Did you try to run it with Wine Staging (which has
DXTn formats support)?
