I have confirmed that the ActivateKeyboardLayout function is not the cause, I
have modified the source and disabling that function does not affect the issue
in the slightest.  Do any of you guys know how I can retrieve a stacktrace of
all running threads at any given time?  I can't use winedbg due to
steamapi64.dll
