hack for bug 38648

The download page doesn't have exactly the same version anymore I downloaded
version 3.1. And I also get a crash. 

Then I started from fresh wineprefix and imported a registery hack for bug
38648. 

You can also use the hack. "wine regedit filename" I attached the hack here.
This is faster to setup the hack and prevents you doing it wrong.

After using the hack I am able to start the application with no issues. 

wine 2.7-git.
