I guess it didn't sound like it from the original report, but the main problem
is not that the border move is delayed. The problem is that the border stays on
top off all other windows. The screenshot I attached shows the exact behaviour.

If I disallow the window manager to control the window, then the entire app is
always on top, which is the opposite of what I'm looking for, a virtual desktop
would do the same as well. But both of those just ignore the problem by forcing
the window to not be able to go behind others.
