This regression is still present in Wine 2.21
Commit 0eefa767919e81f3467141377b5ebb88eb794517 changes something with
suspended processes that SKSE uses (it starts process suspended and injects
DLLs). A previous suspended process bug was here
https://bugs.winehq.org/show_bug.cgi?id=40714. Note this bug affects both Wine
and Wine Staging.
