stub for Shell_NotifyIconGetRect

I saw reporter of bug 44052 submitted stub for ID2D1Factory1, so I thought lets
try this for this bug.

The application now starts after doing:

* Apply patches

It then runs into unimplemented Shell_NotifyIconGetRect:

* Apply attached patch with stub for that Shell_NotifyIconGetRect

The application starts now but unfortunately there`s no text, and the windows
are almost black. Might be due to unimplemented d2d things, or my outdated
GPU??
