No, not bug 43786: I'm seeing it when standing still, even during dialogs. In
the background I see some single objects flickering with the current fps rate.
It's rare, and it's mostly with static objects like tables or flower pots. I
never saw that in the main quests, only in the DLC quests (thus, new areas not
part of the main game)...

I never saw textures flickering: Either they are completely missing (which
seems to affect fps: the engine starts to render a lot of useless and strange
things from even far behind), or they are completely opaque (like cave entries
and dimmed corners). Tho, depending on viewing angle or distance the "missing"
textures sometimes become visible. But they never started flickering, even when
at the sweet spot between visible or invisible.
