Yes, the Fallout input problems look weird / different to me too: 

For some people, alt+tabbing out of the (Fallout 4) window or moving it to a
different virtual Desktop appears to solve the issue temporarily. 

While messing around with alt+tab and holding / releasing keys and mouse
buttons in different windows (p.E. pushing button(s) in and releasing them
outside the game), I didn't manage to get the mouse fixed, but I DID manage to
break it more: 

The middle mouse button and ESC key switched functions in the game. 
( Also, <tab> in game stopped working and possibly more weird stuff. )

Once they were switched that way, they stayed that way until I alt+tabbed +
clicked around more. While I couldn't figure out how exactly it happens, I
managed to reproduce it several times (restarted X between attempts).  

The feel of this together with the sudden, jerky / big mouse movements (if they
are related) makes me thing that the "fallout 4 mouse drift" might not be that
much of a "drift" (as seen in other games)... but more of a... "totally messed
up input events, even from different sources" sort of bug (Unless those
observations are totally unrelated).
