the brightness buffer is repeatedly down-sized and blurred up to 1/16th of the
original size, then upscaled again several times until it reaches back half its
original size.

When you look at the screenshot, you can see that the blur of the tiles is
applied, but the scaling is wrong. if you look at the screenshots some posts
above, it looks like the wine shader is twice the size of the windows output.
