GPU being under or over utilized should not be the point of the issue. 
Rather, it's the comparisons with the same situations under Windows that bother
us. 
(assuming the bottleneck is not a driver inefficiency)

40 fps on max settings on a RX480 seems really, really good to be honest. 
Maybe it's a 10-20% below native, but it would be enough to call this a day imo
- whenever those patches land. 

I'd also leave any CUDA/physx discussion for another thread (if whatever ever
confirmed) since it's totally optional stuff, and it's already a PITA to
discuss on Windows.
