This may be a gcc bug, as wine-2.19-154-g17d43ef54e works with:

(stretch)austin at localhost:/var/host/media/removable/SD Card/wine-git-clang$
clang --version
clang version 3.8.1-24 (tags/RELEASE_381/final)
Target: armv7l-unknown-linux-gnueabihf
Thread model: posix
InstalledDir: /usr/bin

but not:
