This is probably not related to wine but linux tcp stack.

Debugging this problem require network traffic to be captured. I recommend
WireShark.

A possible cause would be Linux TCP timestamping. You can try "echo 0 >
/proc/sys/net/ipv4/tcp_timestamps" with root access to disable timestamping
temporarily and see if it helps.
