resolving again.

This was fixed a long time ago, with commit

$ wine winemenubuilder "C:\\ProgramData\\Microsoft\\Windows\\Start
Menu\\Programs\\Inno Setup 5\\Inno Setup Compiler.lnk"

The 'winemenubuilder' startup race condition, leading to crash still
occasionally happens. Covered by bug 38162
