This function is usually called when another error has occurred.  In one case I
saw, A function returned E_INVALIDARG which cause the program to throw an
exception.  Then in the catch, it attempted to do a stack walk to help with
debugging.

I doubt that the Epic Launcher requires DebugCreate but is caused by another
issues.
