Bug still persists in wine 3.x and the latest version of WE.

It seems to not related to D3D, because problem still exists when WE is
launched with -opengl flag. Moreover, EVEN LARGER portion of interface is
overdrawn with blackness (see above).

It seems to be related to terrain rendering, because at the brief moment when
terrain isn't rendered yet, interface is drawn normally.
